President and Vice-Chancellor Job Description
GENERAL DESCRIPTION
The President and Vice-Chancellor of University Canada West (UCW) provides strategic leadership and direction for the university advancing the reputation and recognition of the university in Canada and internationally. The President is accountable to the UCW Board for ensuring that the university meets its financial, operational and strategic goals within the parameters set by the Board. The President is also accountable to the British Columbia Degree Quality Assurance Board (DQAB) and the Ministry of Advanced Education for meeting the requirements for continuing consent and new program approvals and for maintaining high standards for the quality of academic programs and services to students. As the chief executive officer, the President is responsible for the ethical stewardship and management of the university’s fiscal, physical and human resources and for cultivating effective relationships with internal and external stakeholders. PRIMARY ROLES AND RESPONSIBILITIES
Governance
- Ensure good governance in accordance with the policies of the UCW Board, the bylaws of the academic council, and the principles of governance expected by the relevant regulatory bodies.
- Attend Board meetings and provide appropriate information and reports on 1) progress toward the Board's expected results and 2) compliance with the Board's presidential parameters.
- Provide advice to the Board on the strategic direction and opportunities for the university.
- Consult with the Board on any critical issues or problems that may fall outside of the President’s decision-making parameters or that may threaten the university’s viability or reputation.
Leadership
- Lead the development of the strategic university plan, consulting with various stakeholders, and working with the Board to set a vision, mission and strategic priorities and goals for the university.
- Provide direction to, and facilitate effective cooperation amongst, the senior leadership team, including the Vice President, Academic and Student Services, the Chief Administrative Office and the Registrar, all of whom report directly to the President.
- Ensure the development of a business plan, academic plan, marketing and annual operational plans and budgets to support the strategic university plan.
- Hold the senior leadership team accountable for their areas of responsibility.
- Provide effective overall leadership to staff, faculty and students at UCW.
- Motivate and communicate effectively in supporting the achievement of strategic goals and objectives.
- Enable a positive and productive work and learning environment.
- Foster innovation and effective utilization of capabilities and resources.
- Promote the development of policies, systems and processes that support high standards for quality, continuous improvement, and administrative justice as well as enabling efficiency and effectiveness.
- Develop effective systems and processes for institutional assessment.
Academic Quality and Integrity
- Promote and ensure high quality in teaching, curriculum and scholarship.
- Promote policies and practices that support academic integrity and learning.
- Provide leadership in the development of new academic programs, expanding the range of credentials and program options offered through UCW.
- Ensure that new programs and services are justified in terms of market and academic assessments, resource and regulatory requirements, and alignment with vision and mission.
- Facilitate the recruitment and retention of high quality students, faculty and staff.
Technology- Advance technology utilization and systems to improve the management of information and delivery of services.
- Ensure appropriate levels of technology resources and support for students, staff and faculty at UCW.
- Promote the utilization of technology and instructional technology resources for improving classroom and online delivery.
Collaboration- Achieve the benefits of specialization, economies of scale and group services that being part of a larger education organization can provide.
- Work closely with all departments at Campus Support Centre.
- Promote collaborative planning, development, assessment, and quality management both within the university and in relationship with the UCW Board.
- Balance the distinct roles and responsibilities of governance, management, academics, and leadership.
- Collaborate with the President and CEO of the entity that holds the university on matters of mutual interest.
POSITION REQUIREMENTS
Education and Experience
- Doctorate degree.
- Recognized achievements in teaching, research and scholarly activities.
- At least 5 years management and administration experience in budget management and resource allocation in a university setting.
- Demonstrated success in developing and maintaining community, national and international relations.
Competencies
- Ability to anticipate, plan and adapt to change.
- Ability to articulate a clear vision and marshal enthusiasm for it.
- Ability to maintain high standards of ethics, discretion, fairness and consistency, a professional attitude and commitment to quality of service.
- Advanced oral and written communication skills.
